In response to your correspondence, dated December 31, 2002, please find the
following clarifications and inquiries. All citations in this document are
scoped to United States Code Title 5 Section 552, unless otherwise defined or
stated.
Our request for the associated information for each address, city, state,
zip, +4, latitude, longitude is for the whole United States and its
possessions where this data is available albeit in whole or in part.
You stated that the United States Postal Service is prohibited by law from
disclosing “actual addresses”. To clarify, our request allows for ranges to
be reported when necessary. We request that you please review our document
20021029U00, as we feel these aspects of our FOIA request have not been
addressed. Please reply with you definition of “actual address” if you feel
there is a communication error or ambiguity on this issue.
Under subsection (a)(4)(A)(i) we are requesting a schedule of fees which
justify the charges and amounts indicated in your correspondence. In
particular you identified the Topological Integrated Geographic Encoding and
Reference (TIGER)/ZIP+4 which has been assigned a fee of $700.
Please note, you are required to respond or produce the requested documents
within 20 days. To date the United States Postal Service has grossly failed
to comply with subsection (a)(6)(A). The date of our request was October 29,
2002.
We request these documents in a machine readable form, preferably on CD or
DVD. Alternately this data may electronically transmitted via email to
public@pyerotechnics.com. We are able to accept data compressed by several
means. The schemes supported are bzip2 (Burrows-Wheeler block sorting text
compression algorithm, and Huffman coding), GNU version of tar, Gzip
(Lempel-Ziv coding [LZ77]), or PKZIP 2.04. The data must be of the ASCII,
UTF7, or UTF8 encoding scheme.
