This appeal was for our original request [20021029U00], submitted to the Department of Operations Planning on October 29th, 2002 as per Robert Faruq Acting FOIA Officer. We have found the quality of your response to be poor. You have failed to address many explicitly stated issues. We question the means which your office have used in this response. It is wholly apparent that the complete administrative record was not reviewed. Further it is apparent that the selected copies of documents which we have provided your office were not carefully reviewed. Your reply was an unintelligible jumble of words. There was no correlation to it and our appeal. • Never did we request the “TIGER/Zip+4” file. • You have still not answered how the fees were calculated. • We never asked for “… of postal patrons or other persons”. You may note your agency does sell data (Zip+4 product) similar to what we have asked for, hence either your agency is in violation of 39 U.S.C. § 412 or our request is not. From the content of your reply, it is apparent that it is not directed to our FOIA appeal request. It is our hope that we can avoid litigation, please contact us as to a resolution.
