Sorry about that. We will not be witholding any records from you, you will receive the complete ZIP+4 recordset with the TIGER data appended to records for which TIGER data exists. That is not a problem or issue for us. One anomaly that you should probably be aware of is the fact that some ZIP Codes have no records in the ZIP+4 file. These are unique ZIP Codes, which are assigned to a specific firm at a specific address, and in some cases we do not have any addresses coded for the ZIP Code. All we need to get the mail to them is the 5-digit ZIP. The number of these cases is small, a couple hundred, and from a GIS standpoint the territory should be covered under other delivery area ZIP Codes. Regarding your request for a fee waiver, please provide us with an explanation of how your request is "in the public interest because it is likely to contribute significantly to public understanding of the operations or activities of the government and is not primarily in the commercial interest of the requester. " Also regarding fees for this request, you can find the USPS standard processing fees at the following URL, near the bottom of the page: http://www.usps.com/foia/annualreports/39cfr265.htm We have currently expended 56 hours of programmer labor and 83 hours of computer processing time on this project. However, pending the outcome of our discussion of your fee waiver request, I'm prepared to discount the fee heavily because it has taken us longer than expected to produce the data. Thank you.
