Have you received our document 20030327U00 dated March 27, 2003? We address most of the bases for our fee waiver request in that document. We have other reasons which we did not weigh as heavy, but your office may give stronger consideration to them. If you would like, we will prepare a white paper as to how we anticipate the data requested will be used and how it is in the public interest. Short and to the point, we will be providing an open development portal for publication, analysis and manipulation of this data. Our portal will be available to the general public, without fee. Further we are in the process of preparing a publication for university libraries. Unfortunately, today being Friday, I do not have that much time to address all of your statements and questions. Sorry about that. We will not be witholding any records from you, you will receive the complete ZIP+4 recordset with the TIGER data appended to records for which TIGER data exists. That is not a problem or issue for us. One anomaly that you should probably be aware of is the fact that some ZIP Codes have no records in the ZIP+4 file. These are unique ZIP Codes, which are assigned to a specific firm at a specific address, and in some cases we do not have any addresses coded for the ZIP Code. All we need to get the mail to them is the 5-digit ZIP. The number of these cases is small, a couple hundred, and from a GIS standpoint the territory should be covered under other delivery area ZIP Codes. Regarding your request for a fee waiver, please provide us with an explanation of how your request is "in the public interest because it is likely to contribute significantly to public understanding of the operations or activities of the government and is not primarily in the commercial interest of the requester.
